Temple of Vatra is a place in Fainweald, one of the three regions of Mortal Shell 2.
Our take
Hidden under the map's fog east of the One-Legged Wolf Tavern, and the reason to find it is Gragu: the Heart of Vatra at the top of the hill is what turns him from a drunk at a table into a Shell. Taking it wakes the stone Hoodmen you walked past on the way up.
